Question #1: How do you see the character and what do you think of it?
I see Neji as a calm and very mature person for his age. While he used to believe that destiny is fixated since birth, ever since his fight with Naruto in the Chunin Exams, he has come to believe otherwise. He is intelligent, and knows how to make difficult decisions on the battlefield and on missions through a keen eye and calm observation.
He analyzes a situation before he goes into it, and works as a team with the others around him, benefiting them as a whole with each others abilities. He has excellent instincts when it comes to such things, and if his mind agrees with those, he will do so. Such as, just because his instincts were telling him to run, if he didn't think he should, he most likely wouldn't.
I think these traits are good in a character, mature and calm. It helps in tough situations to have a calm head among the group who will try and figure out what's going on without rushing head first into the fray. While he may hold certain things as a grudge, he seems always to come around and I respect that.
Question #2: Why do you think you can play this character properly?
I've role played for several years, and I play the mature characters a lot. I play in a lot of Naruto RP's, and I range from Neji to Sasuke (a lot of those have become inactive though >.>). I can't say whether I'm good or not, that's my opinion and others might have a different one, so you'll have to judge me yourselves. (I do, however, think I am fairly good at it, lol)

Laying on the damp bed of grass, the brown haired shinobi gazed upwards into the vast expanse of blue, with white swirled in. A somewhat large ball of flame was settled in to the left of him, miles high. All in all, it looked like an odd marble, or that he was in a marble, because laying down where he was, he could see the bend of the sky's surface.
His arms where tucked behind his head as he squinted, trying to keep the harsh sunlight from blinding him. Trees surrounded him on all sides, towering above the boy as he laid, his white shirt wet from the dew on the grass. Tears, though not from crying, were coming out of his eyes.
With a sigh, he sat up and wiped his forearm across his eyes, removing that water that protruded forth from them. Neji had come here to get away from the loud noise and ruckus of village life. It was peaceful, birds chirping off in the distance, singing their songs... But that was just it, they were off in the distance. No animals seemed to be near him at the moment. He wondered why, he didn't think that animals were so... shy...
Activating his Byakugan, the Hyuga looked around him for any source of the missing animals. No chakra was around him, so that meant that it wasn't a stalker or something of the sort. No living chakra was around him... He could see some odd shapes, but he could tell that those were from some long dead animal whose carcass hadn't been eaten by something else yet. The thought made him feel dizzy and sick, and he lowered himself back down, letting his Byakugan end.
He wondered what he should do now. Now that he... all he had been doing was laying on the ground, being lazy. He should be off training somewhere. No, he told himself, he deserved a break once in a while. The life of a shinobi could be quite irritation and confusing, especially when you were around the main branch of his clan.
Once he had hated them, despised them. Now... Now he wasn't quite sure what he felt of them. They tried to force the Branch family into believing that their fate and destiny wasn't theirs, that it was decided at birth and they were born to live how the Main branch chose, and were born to serve them. He frowned. He had believed them too, that was the worst of it. He had let himself believe that his destiny wasn't his to control.
Now he didn't believe that, and it was because of Naruto. Now he knew that by his actions he could change his destiny to suit him. Silently he thanked the reckless blond ninja, a smile upon his face, lightening his features.
