Like we've previously mentioned, a plot is in the works. Obviously, this plot will require the presence of a central element in order to work. Well, our central element is a character. An antagonist character who will be a very powerful missing nin.
So why don't you help us decide which village he came from? Only the five large villages qualify because this needs to be a stir, something big.
We'd also appreciate opinions on anything you want to say about this, and especially if you think he should remain an NPC forever, or if he should be claimable by a player. Same for any top-ranked subordinates he'll have. So, feel free to also reply in the thread and tell us anything you'd like.

I think people should be allowed to play them as characters.
It's more interactive that way, but I concede that it could be difficult to find them players and they can be NPCed if indeed nobody wants them.

I believe they should stay NPC. If they are going to be powerful ninja, that will be playable characters, then they may have a large effect on future plots. Unless during the plot we (as in our characters) manage to subdue them or turn them to our side, they could prove to be an enemy to the Hidden Villages far into the future. It's difficult to explain, but I believe that they should remain NPC (unless we can turn them and/or neutralize their destructive power down to a reasonable size) in order to avoid conflict with future plots.
Although, it would be fine if we could find suitable players for them, ones that could hold them under control so they are no longer a threat, yet still keep them as characters in future plots. That's just my opinion, though...

Sakura's concern is valid and very substantial. At least I think so.
I'm of the opinion that we should keep the main antagonist to ourselves, but any major subordinates he has should be played by other people. This way we have control of our plot, but it's not a closed circle.
As for what happens to those characters, because this is the most important part of what Sakura said, exact details should be up to their players. But they would all eventually end up scattered and on the run, or killed, or redeemed and taken by various villages. That should be a condition for playing them.

I think that, if i'm allowed to have an option that is, he should be claim able but only if the person gives good reason why they want them and/or what they plan to about the high chance of over-powerfulness and how to keep the plot that's in the works rolling.
also another thought is if he going to be big keep him an npc but rotate his ghostwriter around like draw a user from the hat kind of thing. that way it wont always be the same set of people doing him which could get boring/tiresome.
